Jim Herberg is the Assistant General Manager and Director of Engineering for the Orange County Sanitation District (OCSD). OCSD collects treats or reclaims the wastewater generated by 2.5 million people, approximately 230 MGD of wastewater. Under general administrative direction, he oversees the District's major facilities which include: two wastewater treatment plants, cogeneration power plants, and the collection system. And, in doing so, supports the General Manager (Jim Ruth). Jim Herberg has been with OCSD since 1995; he has 20 years of professional experience. He earned his B. S. Degree in Civil Engineering from the University of Oklahoma, his M. S. degree in Civil Engineering from Cal State Long Beach. Jim is a registered Civil Engineer in the State of California and has been a Board Certified Environmental Engineer in the specialty of Water Supply and Wastewater since 1998.
I was first exposed to Jim's gifted leadership when my husband consulted for his agency. We observed that OCSD's commitment to quality is so comprehensive, that they support certification for their consultants. We were influenced by Mr. Herberg to achieve this credential which has contributed to our careers.
Mr. Herberg occupies a key role on the Academy's Membership and Outreach Committee. He demonstrates equal skill whether leading or supporting an Academy initiative and is often the voice of reason during committee discussions. Mr. Herberg sets forward a vivid description of the future and interprets that vision into specific actions. This leads to productive and collaborative meetings.
When the Academy invited Jim Herberg to serve as a Keynote Speaker for the 2011 West Coast Event GMs Pioneer Recycled Water in SoCal, he exceeded expectations. Mr. Herberg contributed local support to Academy Representatives who were organizing the event from out of town. His responsive energy was instrumental to the success of this event.
An essential component of Certification is the Academy's continuing education requirements. The 2011 West Coast Event provided the membership with an enlightened and inspired training opportunity. Through pioneering partnerships such as the one between OCWD and OCSD the profession, continues its journey toward making comprehensive water resources management practices a reality.
